Provocative?
I keep hearing the attack on South Korea being described as “provocative”
Barack Obama has pledged that the US would defend South Korea after what the White House branded a provocative, outrageous attack by North Korea
It seems like such a strange word to use for an act of war. It’s not like they put on a meat dress and showed up at an award show.
